PARTICIPATION D’AFROLEADERSHIP A L’ATELIER D’ECRITURE DE L’ANALYSE DE LA LOI DE FINANCES 2025

AfroLeadership participates in the workshop to support the reference group for a citizen analysis of the contribution of the 2025 finance act to achieving the 2030 agenda, the 2063 agenda and the NDS 30

From 24 to 26 March 2025 in Ebolowa in the South region, 6e SENS Hotel, AfroLeadership participated in the work of the workshop to support the reference group for the realization of a citizen analysis of the contribution of the Finance Act 2025 to achieve the Agenda 2030, Agenda 2063 and the NDS 30, represented by Joseph Anicet NKE, Program Coordinator at AfroLeadership.
This was a support workshop for the Decentralisation and Financial Governance Support Programme (PADGOF), an initiative of the German-Cameroonian GIZ Cooperation, to the Reference Group for a citizen analysis of the 2025 Finance Act to achieve the 2030 Agenda, the 2063 Agenda and the SND30, and the contribution of the cross-cutting themes of gender, climate, localisation and finance were integrated under the chapters of the 5 Ps of the Sustainable Development Goals.

The aim of this program is to support decentralisation actors so that they can play a more effective role in citizen-focused local governance, taking into account the specific needs of women and girls and gender equality.
The general objective was to carry out a citizen analysis of the 2025 Finance Act with a view to its contribution to achieving the objectives of the 2030 National Development Strategy (NDS30), Agenda 2030 and Agenda 2063. Agenda 2030, Agenda 2063 and the NDS30 are strategic documents that set out a vision and form a reference framework for action in the country’s development sector.

Specifically, the analysis focused on :

  • Analyse the Finance Act 2025 through the prism of the Sustainable Development Goals 2030 and 2063 and also the NDS30, focusing on the 5Ps (people, planet, prosperity, peace and partnerships);
  • Conduct a cross-cutting review of gender, climate and location issues in the Finance Act 2025;
  • Carry out an analysis of the 2025 allocations in relation to the 7 sectors adopted in the NDS 2030 ;
  • Formulate specific recommendations based on the results and findings of the analysis;
  • Formulate specific pleas for change/adaptation of public policies on the one hand and of the behaviour of credit managers on the other, in order to improve the contribution of the law to the achievement of the three strategic documents.

The expected results are :

  • The Finance Act is analysed in terms of its contribution to achieving the 2030 Agenda, the 2063 Agenda and the NDS30 over the 5 Ps, taking account of gender, climate and localisation issues in a cross-cutting manner;
  • The results and recommendations of the analysis are documented, edited and disseminated;
    Specific pleas for changes in public policy and in the behaviour of credit managers are addressed to the various players concerned.

The implementation of this activity is in line with national strategies, in particular the Code of Transparency and Good Governance and the Strategic Plan for Public Finance Management Reforms (PGRGFP).

The activity was supported by GIZ’s Decentralisation and Financial Governance Support Programme (PADGOF).
