The President of AfroLeadership, Charlie Martial Ngounou, has been selected to take part in the PEFA Flagship Training and International Conference on Public Financial Management (PFM) for Development, organised by the PEFA Secretariat in partnership with the Asian Development Bank (ADB), as part of the celebrations marking the 25th anniversary of the PEFA initiative.
This selection recognises AfroLeadership’s commitment and expertise in the fields of governance, budget transparency and public financial management. It enabled Charlie Martial Ngounou to take part in a leading international event bringing together PEFA assessors, government representatives, technical and financial partners, academics, civil society organisations and public financial management professionals from all over the world.
The four-day training course focused on the fundamentals of the PEFA methodology, including its pillars, indicators and their dimensions, as well as on conducting a public finance performance assessment. Participants also gained a deeper understanding of how to use the PEFA methodology as a tool for improving financial governance, whilst exploring complementary frameworks dedicated to gender and climate mainstreaming – two dimensions that have become essential for a more inclusive, resilient and sustainable management of public resources.
Beyond this recognition, AfroLeadership intends to make full use of the knowledge, methodological tools and best practices acquired during this training. These will strengthen the organisation’s capacity in its research, training, technical assistance and advocacy activities in support of more transparent, effective and results-oriented public governance. They will also help to enrich the approaches developed by AfroLeadership in supporting public administrations, local authorities, civil society organisations and development partners.
This skills development also represents a major opportunity for civil society organisations. Mastering PEFA tools and indicators will enable them to strengthen their capacity to advocate for budgetary transparency and public accountability, to monitor and influence public policies on the basis of internationally recognised indicators, to promote budgets that are more responsive to gender issues and the needs of vulnerable groups, as well as to help strengthen local governance through dialogue based on objective data and rigorous analysis.
By fostering a better understanding of the PEFA methodology, this initiative helps to strengthen citizen participation in public finance management whilst placing social, environmental and climate dimensions at the heart of budgetary policies.
Through this involvement, AfroLeadership reaffirms its commitment to remaining a leading player in the field of public governance in Africa. The expertise acquired by its President will be gradually harnessed and shared within the organisation in order to strengthen the skills of its teams, improve its engagement with partners, and contribute more effectively to public finance management reforms across the continent. This involvement is fully in line with AfroLeadership’s strategy to develop high-level expertise to serve governments, local authorities and citizens, with a view to achieving more transparent, accountable and inclusive financial governance.
