Establishment and Operations of the “PLACE Labs” Software Engineering Facility in Cameroon

Context

To sustain and accelerate the technical deployment of its global open geographic data network, the PLACE Foundation partnered with AfroLeadership to decentralize its engineering stack. By creating an exclusive local tech hub in Cameroon under the brand “PLACE Labs”, the collaboration maximizes local technical expertise while building affordable, highly optimized processing systems for open imagery mapping datasets.

Project Objectives

• General Objective: Found and run a dedicated software engineering, validation, and documentation hub in Cameroon under the operational title “PLACE Labs”.

• Specific Objectives:

  1. Deploy specialized programming resources to expand edge and cloud computing data processing capabilities.

  2. Implement open-source optimization frameworks to scale map storage, image querying, and display interfaces.

  3. Upskill local staff in professional drone operations and automated photogrammetric data pipelines.

Contributions and Activity Framework

• AfroLeadership Contributions: Multi-person commitment of 3 full-time staff members, fully equipped physical office assets, internet connections, and administrative logistical requirements.

• Key Activities by AfroLeadership:

  • Co-author in-class and operational field training resources for all core PLACE platforms.

  • Manage field deployments and national travel workflows for the PLACE Labs team to support data collection missions.

  • Supply programmatic resources to help optimize edge data processing configurations and cloud hosted web endpoints via the STAC FASTAPI framework.

  • Conduct technical research on open-source toolsets to enhance image rendering, Structure from Motion (SfM) processing, and privacy-protecting facial recognition/deanonymization layers.

  • Provide continuous cloud system architecture management and formulate systems reviews for using localized computer resources and cold storage data warehousing.

• Key Activities by PLACE:

  • Deliver technical and overarching strategic roadmaps for all “PLACE Labs” programming tracks.

  • Organize professional drone flight and data extraction training courses for local technicians.

  • Onboard global technology consultants (e.g., Element84, Azavea) to refine the foundational “PLACE Trust” technology stack
