SUR (Sanctuarizing Unaccompanied Refugees) is a revolutionary cryptographic infrastructure developed by AfroLeadership to protect the data of unaccompanied minors in humanitarian settings. This innovative project integrates African ethical frameworks Ubuntu (“I am because we are”) and Adna (Bassa concept meaning “togetherness”, “union”, and “shared strength”) as cryptographic primitives, resolving the CRO trilemma (Confidentiality-Reliability-Opposability) through a three-layer architecture: Iron (post-quantum protection), Gold (verifiable commitments), and Clay (court-admissible evidence).

SUR delivers comprehensive child protection capabilities through canonical context-aware hashing of protection records, kinship vector hashing based on Ubuntu ethics, and a layered encoding model that ensures confidentiality with post-quantum encryption, reliability through verifiable institutional commitments, and legal opposability via court-admissible evidence trails. The infrastructure supports context-aware parameterization to adapt to local legal systems, differentiated verifiability for NGOs, courts, and agencies, and primitive-agnostic design that accommodates multiple cryptographic implementations while maintaining semantic sovereignty through culturally-grounded entropy sources.

This “Southern-born” infrastructure represents a paradigm shift in humanitarian cryptography by centering African ethical frameworks as design primitives and challenging the unidirectional flow of digital trust models. Developed by an interdisciplinary team led by Thierry Emmanuel MINKA MI NGUIDJOI, a judicial expert in cybersecurity and Ph.D. candidate in theoretical cryptography, SUR offers a concrete template for epistemic decolonization and ethical self-determination in digital governance.
